I had trouble with this one...a lot actually. I think a lot of my trouble came from looking at the picture and trying to scale it to the size of the canvas. Any suggestions?
I realize this blog is nearly five years old, but for some reason I want to answer your question anyway (LOL)
Instead of trying to scale the image to the Canvas outright, enlarge the canvas size to something much larger than what you need, and then when your project is complete, select "Image" -> "Fit Canvas to Layers" which would be much easier, unless I'm missing some information about what you are trying to accomplish here.
